Thailand's National Security Council voted Thursday to scrap MoU 44, the 2001 maritime framework that was supposed to unlock joint development of potentially energy-rich Gulf waters shared with Cambodia. After 25 years, the scorecard shows five rounds of talks, zero agreements, and, by Bangkok's account, more suspicion than when they started. Prime Minister Anutin Charnvirakul, chairing only the NSC's second meeting of 2026, said the cancellation can go ahead without any consultation with Phnom Penh. The Foreign Affairs Ministry will now take the decision to cabinet before starting the formal termination. The replacement framework is UNCLOS, which Cambodia joined in March, a fact the Royal Thai Navy chief of staff pointed to with some satisfaction as removing Bangkok's need for any bespoke bilateral arrangement. The official line is that maritime boundaries should be settled first, joint development second.

Vouching for the General

Foreign Minister Sihasak Phuangketkeow flew to Naypyidaw on Wednesday to meet Min Aung Hlaing, the coup leader turned self-installed president, and told reporters Bangkok wants a "leading role" in bringing Myanmar back into ASEAN's good graces. The sell comes with conditions, technically. Sihasak was welcoming of the Burmese New Year amnesty but also suggested that more prisoner releases and humanitarian access might be appropriate. Of the 4,000-plus names on the amnesty list, only about 1,600 were released, and fewer than 300 were political prisoners, out of about 22,000 still held. Two major rebel groups rejected Min Aung Hlaing's offer of dialogue the day before Sihasak arrived in Naypyidaw.

Moody's Blesses the Slowdown

Moody's upgraded Thailand's credit outlook to stable from negative on Tuesday, even though every number on the board appears to be begging to differ. The NESDC expects GDP to grow 1.4% in 2026, the IMF came in at 1.5%. Public debt is on track to reach 69.36% of GDP by end of fiscal 2027, a rounding error below the statutory 70% ceiling. The 3.788 trillion baht FY2027 budget leaves space for only about a fifth of the budget to go toward investment, as 73.3% is committed to recurrent spending. 151 billion baht was allocated to principal repayment against 1.45 trillion baht in maturing obligations. The Finance Ministry is expected to refinance the balance. The big banks all reported margin compression. Bangkok Bank's NIM fell 12.3%, SCB X's slipped 13.7%, and KTB's slid 15.8%. Moody's said that cooler domestic politics and easing tariff pressure were to thank for their rosier view. Borrowing headroom is about 800 billion baht.

Three Tankers Home, Bill Still Pending

Deputy PM and Foreign Minister Sihasak Phuangketkeow flew to Oman on April 15 to ask the sultanate to put in a good word with Tehran, and it appears to have worked. PTT's 2-million-barrel crude carrier Serifos, marooned in Sharjah since March 7, is now heading home, and Bangchak got its 700,000-barrel MT. POLA through to Sriracha on April 7 after the Foreign Ministry assured the Iranian Embassy the vessel was "not a party to the conflict." SCG has one naphtha carrier out and another still waiting. PTT took more than 230 billion baht in liquidity exposure as it sourced replacement crude, and the Oil Fuel Fund is nearly 60 billion baht in the red. Energy Minister Akanat Promphan is trying to chip away at that deeply uncomfortable number by squeezing refineries for an extra 5 baht on every liter tacked on to ex-refinery prices through May 9.

Chiang Mai Disappears Into Its Own Smoke

NASA's Terra satellite showed on paper what every visitor feels in their lungs, as northern Thailand was blanketed under smoke thick enough to erase the mountain ridges that Chiang Mai is famous for. Ground sensors showed PM2.5 above 200 micrograms per cubic meter, well into "very unhealthy" territory, and the ASEAN Specialised Meteorological Centre raised its transboundary haze alert to level three, the highest level it has available, on March 27. In Pai, the backpacker town northwest of the city, tourist arrivals are down 90 percent after more than a month of dogged haze. About 70 percent of Chiang Mai's April’s smoke comes from the burngin of biomass.

BOI Tires of Subsidizing Strangers

The Board of Investment's free ride is getting shorter. Industry Minister Varawut Silpa-archa told reporters ahead of the April 23 BOI board meeting that some investors have been collecting Thai incentives while sourcing nothing locally and hiring nobody, and the ministry has had enough. Revised BOI conditions are being drafted to favor industries that use domestic supply chains, and Varawut's example was a little specific as he mentioned that data centers would be welcome only if they buy Thai-made PCBs. The ministry is also putting together a THB100 billion Industrial Transformation Fund, expected to be introduced in phases, with World Bank talks opening and private co-investors expected to follow. Some BOI rules haven't been revised since Varawut's own father, Banharn Silpa-archa, was a minister.

Sixty Days Was Too Generous

Tourism and Sports Minister Surasak Phancharoenworakul wants to do away with the 60-day visa-free scheme that was introduced with fanfare in mid-2024, putting it back to the 30 days it used to be. The reason is simple - 90% of visitors leave within 30 days anyway, so the extra month is a gift almost nobody uses for legitimate tourism. The 10% who do linger are mostly the ones working illegally, dodging taxes, and engaging in what authorities call "visa-free abuse." The Cabinet proposal also includes financial screening, investment-source checks, and mandatory pre-arrival registration through the Thailand Digital Arrival Card.

Bangkok Takes Its Cambodia Complaints to the UN Bake Sale

At an ECOSOC financing-for-development forum on April 22, Thailand used its right of reply to accuse Cambodia of "unprovoked and indiscriminate armed attacks" that killed 19 civilians, injured 51, and forced more than 400,000 people from their homes during two incidents in July and December 2025. Ambassador Cherdchai Chaivaivid rose after the Cambodian delegation spoke to catalogue decades of Thai goodwill, starting from the hosting of refugees during the conflicts of the 1970s and 1980s to more than $17 million in development aid, technical assistance, and scholarships since the pandemic. Thailand, he added, had no choice but to act in self-defense under Article 51 of the UN Charter.

Khao San's Six-License Miracle

Bangkok MPs told parliament on April 22 that up to 90 percent of nightlife venues are running without licenses nationwide. He said that Khao San Road alone has more than 100 venues operating on just six valid permits, many staying open past 4am. Operators in Pattaya and Phuket pay up to ten agencies monthly to stay in business, payments that reform advocates want to bring into a better-regulated system. A public hearing on the proposed Entertainment Place Act amendment is expected in May before the bill gets sent back to parliament.

One License to Rule the Derivatives

The SEC has opened public consultation on rules that would let licensed crypto exchanges apply for derivatives licenses using their existing corporate structures, instead of via a separate company, as is required under the current rules. The draft adds conflict-of-interest rules to stop exchanges from exploiting customer order flow for their own advantage, and raises financial reporting standards for clearing houses to international benchmarks. The window for feedback will close May 20. The proposal builds on cabinet-approved changes from February that recognized Bitcoin and other digital assets as eligible underlying instruments for futures contracts under the Derivatives Act.

Kasikorn Research Centre expects the country to slip into stagflation by late Q2 or early Q3 as oil prices averaging $90 per barrel choke growth and stoke inflation. The think tank dropped its GDP forecast to 1.2% from 1.9% and pushed its inflation call up to 3%, in light of its view that diesel subsidies can't hold much longer given the government’s fiscal capacity. The real headache is that the Oil Fuel Fund now needs a 150 billion baht ($4.1 billion) loan guarantee that would by itself add about one percentage point to public debt, putting the ratio uncomfortably close to the 70% ceiling at 69.7%, a level that wasn't supposed to be met until fiscal 2028. The whole fiscal roadmap, written when oil traded at $60-70, is having to get re-evaluated day-by-day.

Songkran Under Smoke

Northern Thailand declared an environmental emergency on April 13 because of 2,165 active wildfire hotspots in 17 provinces. 25,000 firefighters and helicopter water drops were directed at blazes climbing toward the summit of Doi Luang Chiang Dao. PM2.5 levels in Chiang Rai went up to 188.7 micrograms per cubic meter, five times the “safe” level, and Chiang Mai reportedly peaked above 900 during the Songkran travel window. The timing couldn't be worse as hospitality operators said that nearly half of all mid-April bookings in Chiang Mai were cancelled, and the Tourism Authority cut its international arrival target (again) for the fiscal year by almost a fifth. The haze isn't new, of course, it just seems like it is becoming a bigger deal. Nationwide hotspots from December through mid-April were up 25 percent year-on-year to 72,527, most of them in protected forests where enforcement is patchy and farmers still find fire to be the least expensive way to clear land, tourism and health be damned.

Money Walks as Anutin Reaches for the Wallet

Foreign investors yanked $823 million from Thai equities and $705 million from bonds in March, a reversal of the $1.7 billion that flowed into stocks during the month of February. The outflows arrived as PM Anutin Charnvirakul's election win briefly resurrected market confidence. Anutin told reporters Wednesday the government is considering a new cost-of-living relief plan, including electricity subsidies for households that use less than 200 kWh monthly. He also thanked the public for cutting oil consumption enough to keep reserves in check.

Section 112's Long Shadow

The Supreme Court will meet April 24 to decide whether to take up a case against 44 former Move Forward Party MPs who proposed amending the lese-majeste law in 2021. Ten of those MPs now serve under the People's Party banner, and if the court accepts the petition, they could be suspended from their parliamentary duties. People's Party deputy leader Sirikanya Tansakul said the party's leadership selection is on hold until the court hands down a ruling. The legal team is working through roughly 1,000 pages of court documents. Losing 10 sitting MPs would thin the opposition's bench and further but a chill on any future attempts to touch the Section 112 live-wire.

RSVP to the Generals' Ball

Parnpree Bahiddha-Nukara showed up at Min Aung Hlaing's presidential inauguration on April 10, bringing congratulations from both Thailand’s prime minister and foreign minister, as well as offering the usual promises of better cooperation on security and economic matters. The ceremony in Naypyidaw installed the Burmese general who led the 2021 coup into a five-year presidential term after an election the UN and rights groups called neither free nor fair, and which had been boycotted by Aung San Suu Kyi's party. Thailand continues to publicly reaffirm its commitment to stability and shared prosperity with its neighbor.

Hat in Hand in Washington

Finance Minister Ekniti Nitithanprapas met the U.S. Chamber of Commerce on April 14, pitching American companies on Thailand investment opportunities and getting a blunt read on the uncomfortable new trade reality. The Chamber's take is that reciprocal trade taxes will become the "new normal" over the next two to three years, and Bangkok should keep talking if it wants to lock in policy clarity before the rules firm up. Ekniti promised administrative stability and an upgrade for Thai technical and workforce skills, two things that have become baseline asks from American investors. The Chamber said that Thailand remains important to U.S. business interests and talked up future investment, which is the diplomatic version of "we'll see."

Tourism's Patience Runs Dry

The tourism industry went public with its frustration this week, calling out the government for its lack of clear policies to fix both debt burdens that have hamstrung SMEs as well as persistently weak tourism demand. Adith Chairattananon, honorary secretary-general of the Association of Thai Travel Agents, said small operators are getting squeezed by energy costs that have reduced consumer spending power, and many have already become non-performing borrowers that are unable to grow. The Tourism Council's Chai Arunanondchai said businesses will adjust, but the government needs to deliver concrete action on debt resolution and infrastructure bottlenecks at airports and second-tier cities during the rest of its term. With the fiscal roadmap already under strain (see the first story, above), more spending on tourism relief isn't going to come easily.

Five Days, 191 Gone

The Songkran holiday killed 191 people in 951 traffic accidents between April 10 and 14. Speeding and drink-driving, as usual this time of year, were the main culprits. Bangkok tallied the highest death toll at 16. The total number is down about a quarter from last year's 253 deaths, though April 14 saw 30 people killed in 192 crashes. Most victims were between 20 and 29 years old.

Steel Mill Gets the Permanent Red Card

Industrial regulators shut down BNS Steel Group for good, because of “unauthorized operations,” “substandard products,” and “dodgy waste handling.” The company kept running even after its factory license was pulled in May 2025, then tried to fire up new machinery this April in defiance of a 2025 rule banning new or expanded capacity for rebar and billet production. The closure is the first time authorities have swung that regulatory axe to pull the plug on a facility, setting a precedent the ministry says other violators should now expect.

Bangkok's Control Room Gets an Upgrade

The Ministry of Digital Economy and Society is rewriting its five-year plan to try and set itself up as the hub for national cybersecurity, disaster response, and digital governance. Minister Chaichanok Chidchob said that his ministry is creating a deputy minister role for the first time (to be filled by Bhumjaithai MP Boonthida Somchai), and taking the Digital Government Agency back from oversight of the Prime Minister's Office. The ministry wants to present a "Thailand First" positioning for foreign investment in data centers and cloud systems, which apparently will require investors to explain "tangible benefits" and "clear development roadmaps", for Thailand. Both of those, for now, remain undefined.

Three crew members aboard the ship Mayuree Naree have now finally been confirmed dead after the vessel was hit in the Strait of Hormuz on March 11, Foreign Minister Sihasak Phuangketkeow said Wednesday. Nine more ships are still sitting stranded near the waterway waiting to test a two-week US-Iran ceasefire that is just hours old, as the fallout in Thailand continues to worsen. Jet fuel costs have risen 90 to 100 percent in four weeks. Diesel rose past 50 baht per liter over the weekend, up from 30 baht in late February, pushing the cost of getting rice harvested in Chiang Rai up to 700 baht a rai and leaving a motorcycle taxi stand in Chainat with solitary driver who is still willing to work. Prime Minister Anutin is asking the people to work-from-home and to carpool, conceding that Thailand "cannot remain complacent" despite having more of an oil reserve buffer than some of its neighbors. Songkran bookings in Hat Yai are running behind, with hotel rooms still available on normally sold-out dates, and nationwide holiday spending is expected to drop 3.7 percent to 130 billion baht.

Dusty Decree, Fresh Teeth

The government is dusting off a 1973 emergency fuel law that would give the Prime Minister power over the oil market, including the ability to control refineries, ration fuel, and set factory hours. The reason for bringing out the stick is that refining margins that sat at 2 to 3 baht per liter for four to five years, climbed to 7 baht in March, then rose again to 16 to 17 baht in early April. Energy Minister Akanat Promphan has been told to negotiate with refiners first, but the decree sits ready as a fallback. The law has teeth, and allows for penalties of up to 10 years in prison. A separate investigation tracked 11,067 tanker trucks and turned up a handful of “irregularities” in the fuel supply chain, but none of those was at any of the refineries. The government is also putting restrictions on palm oil exports to protect biodiesel supplies.

Confidence, Bonds, Growth: All Sinking

Sovereign debt has lost 4.1% since the end of February, one of the world's worst performers, and 10-year yields rose 52 basis points in March, the biggest move since September 2022. The Bank of Thailand held its policy rate at an even 1.00% Thursday but also expects GDP growth to come in at just 1.3% to 1.7% for the year. Governor Vitai Ratanakorn says the current rate appropriate for now, though says that inflation could land in the 2.5% to 3.5% range this year if energy prices stay high. Consumer confidence fell to a six-month low of 51.8 in March, with nearly all consumers expecting their income over the next six months to either fall or stay flat. The World Bank says Thailand is one of the economies most exposed to energy price shocks.

Bangkok Breaks Ranks for the Generals

Prime Minister Anutin Charnvirakul was the first ASEAN leader to congratulate Myanmar's coup leader Min Aung Hlaing on his appointment as president-elect, breaking with a regional consensus that has kept junta leaders out of ASEAN meetings since 2021. Foreign Minister Sihasak Phuangketkeow followed with his own message Monday, expressing hope for "forging a new chapter" with Naypyitaw, and former Foreign Minister Panpree Bahiddha-Nukara is expected to be there today for Min Aung Hlaing's inauguration. Bangkok has kept always maintained some level of engagement with the junta (for example, it hosted a junta foreign minister just three weeks after the 2021 coup), and the billions in cross-border trade and direct investments into Myanmar always shade Bangkok's calculations.

Twenty Billion Baht and a Torture Basement

Authorities froze another 8.27 billion baht in assets linked to Ben Smith and associates, pushing the total past 20 billion baht in seizures they say are linked to the Cambodian scam networks. The latest haul includes six vehicles, bank deposits, securities, and a luxury yacht now parked with the Royal Thai Navy that’s going to be put on the auction block. The military walked reporters through an abandoned scam compound near the Cambodian border that was captured during December's fighting. Of 151 buildings on the site, 29 housed scam operations, one of them was decorated like a government hall featuring a portrait of Ho Chi Minh, presumably as a video backdrop. The basement reportedly was fitted out with cells, handcuffs, restraint belts, and a 3-meter wall topped with barbed wire and cameras pointed inward. More than 10,000 people from more than a dozen countries are said to have been working there before escaping when the shooting started. Smith himself left Bangkok for Dubai last September, then left again on an 85-meter yacht in February. He is now believed to be near the Seychelles.

Fifty-One Million Reasons to Shut Up

Environment minister Suchart Chomklin wants 51 million baht in damages from two journalists whose reporting connected him to a berry-picker trafficking bribery scheme. Suchart filed criminal defamation suits on February 27 against Isaan Record editor-in-chief Hathairat Phaholtap (50 million baht) and against editor Kowit Phothisan (1 million baht) over Facebook posts that pointed to the outlet's reporting that politicians took bribes from brokers sending workers to Finland between 2020 and 2023. The National Anti-Corruption Commission is reviewing an investigation that implicates Suchart and several senior Labor Ministry officials in the deal. Human Rights Watch says Suchart’s suits are retaliatory, and the National Human Rights Commission is using them to support their call for anti-SLAPP legislation.

Army Beats the Job Market

At a Bangkok temple this week, only 21 of 68 eligible men had to draw cards from the conscription jar because the rest had already signed up for six-month stints in exchange for about 11,000 baht ($340) monthly (that’s roughly minimum wage), with food and housing thrown in. Voluntary enlistment has climbed steadily over the past five years, enough that some districts now fill their April quotas without resorting to the lottery at all. Nearly 30,000 men volunteered this year, an increase of almost 50 percent from 2024. It seem as though even though the risks on enlistment today are higher than in the past, rising nationalism has been working as a counterweight to keep the numbers up.

Fewer Tourists, Fatter Wallets

The Tourism Authority officially has abandoned its 40-million visitor target, recalibrating its 2026 expectations to 30-34 million arrivals and 3.4 trillion baht in revenue. Mandatory travel insurance is moving toward an entry requirement after state hospitals last year were forced to absorb more than 3 billion baht in unpaid bills from uninsured foreigners, with Phuket's main public hospital alone eating 100 million baht yearly in motorcycle crashes and diving accidents. There is also a long-discussed 300-baht tourist tax that is still being mulled over and is currently under cabinet review.

Green Cars, Grey Batteries

BYD's 948,000 square meter Rayong plant has the capacity to crank out 150,000 vehicles yearly, and the government's 30@30 target calls for 725,000 zero-emission cars and pickups to roll off assembly lines annually by 2030. The batteries powering all that green ambition are going to start piling up, with around 200,000 tonnes of spent cells by 2033, then 2.5 million tonnes a decade later. There is concern in some quarters that Thailand has no formal recycling infrastructure to handle them. Lithium, cobalt, nickel and lead leaching into soil and water is the obvious problem. The less obvious one is thermal runaway, when damaged batteries overheat faster than they can cool, turning warehouses and ports into potential firebombs. The government reportedly has no licensing framework in place and no deadline to create one.

Princess and the Plan

Chiang Mai Chokes Its Way to Number One

Wildfires burning for more than a week in northern Thailand pushed Chiang Mai to the top of IQAir's global pollution rankings. Visibility at the city's airport dropped as low as 1,200 meters on some days (an instrument landing requires an 800-meter minimum). The Department of Royal Rainmaking and Agricultural Aviation has been flying weather modification operations over Chiang Mai, Chiang Rai, Lampang, Tak and Mae Hong Son since April 3 in an attempt to clear the air, apparently with little effect.

Diesel prices spiked again this morning after the Oil Fuel Fund Committee slashed subsidies. DSI inspectors also swept through six fuel depots in Surat Thani on Wednesday and found inventory patterns that don't add up. Some operators held around two million liters in stock in March but sold only a few hundred thousand, a reversal from February when sales and stock movements were in lockstep (several million liters each). The increase in the cost of fuel, nearly 120% over the past month, has forced more than 40% of the fishing fleet to dock and sit idle. Owners say trips no longer pencil out, and cheap squid from Myanmar plus fish from India have capped what they are able to charge at the wharf. the Energy Ministry is shopping for emergency LNG from Malaysia to replace the two to three monthly cargoes that used to arrive from the Middle East, though how much spare capacity the Malaysians have is still unclear.

Growth Down, Graft Up

The Joint Standing Committee on Commerce, Industry and Banking cut its GDP growth forecast for 2026 again to 1.2-1.6% (from 1.6-2.0%). They blamed the energy crisis. Exports are now expected to be reduced 0.5-1.5%, and inflation projections have tripled to 2-3%. The downgrade came the same week a Federation of Thai Industries survey of 645 executives brought an even uglier story as nearly nine in 10 of those surveyed say corruption has gotten worse, and more than half say that graft-related costs now eat up more than 20% of their operating expenses. The business council wants fuel tax relief for SMEs (which make up) 80-90% of the economy, and industry leaders want legal reform, more digital government systems, as well as improved whistleblower protections.

Beijing Pulls the Plug on Cheap Solar

Solar panel import prices are going up 9-15% after China scrapped VAT export rebates on April 1 and began phasing out battery rebates through 2027. Bangkok is trying to speed up its renewable investment to cut energy import dependence, but China still controls over 80% of global solar manufacturing, and buyers here get roughly half their panels from the mainland. Projects still in development are going to have higher capital costs and longer paybacks, a problem that could freeze approvals just as the government needs to hurry a green transition.

The Electric Vehicle Association of Thailand expects the fuel crunch to push battery electric vehicle sales past 120,000 units this year. The bigger shift, though, is going to be for commercial fleets. China's Dongfeng just introduced its heavy-duty Tractor Head in Thailand; it wants to sell 100 units this year and 300 next, and Siam City Cement is getting its drivers to test 200 trucks over three months before making a call. U Power inked a 1,000-truck battery-swapping order and finished its first production batch. For cement haulers and logistics operators, diesel now costs more than the upfront premium on electric, and Chinese manufacturers are working hard to meet them halfway with factory plans and charging infrastructure.

Armor at the Gate

Thailand rolled M113 armoured personnel carriers to the Chong Chom border crossing this week after accusing Cambodian soldiers of approaching barbed wire "inappropriately" and engaging in provocative behaviour near O'Smach. Air Chief Marshal Prapas Sornchaidee, director of the Thailand-Cambodia Joint Information Centre, said the rollout was simply a defensive posture adjustment to keep area control, claiming the move is still in compliance with the December joint statement that was supposed to prevent escalation. The UK's FCDO isn't buying the stability story, it’s still advising against all but essential travel within 20km of the Cambodian border. Bangkok says the situation is stable and under control, though “stable” apparently requires tracked armour at a commercial crossing.

Stark's Auditor Gets Six-Year Ban

The SEC has yanked the license of Deloitte auditor Nantawat Sumraunhant and banned him for six years over his role in the Stark Corp scandal, one of Thailand’s largest corporate frauds. The regulator also filed criminal charges, saying that he failed to obtain proper evidence for key accounts like trade receivables, inventory, and revenue during his 2019-2021 audits. Nantawat’s apparent oversight allowed executives to fake financial statements and wildly mislead bond investors. Stark and 10 former directors and executives are facing separate charges over manipulated records between 2021 and 2022. Nantawat’s ban, effective from April 1, is the first indication of personal accountability in a case that's been grinding through enforcement since mid-2023, when the SEC first sent the matter to the DSI.

Gold Mine Pays, Villagers Wait

In Thailand’s first environmental class action, Bangkok's Civil Court ruled that the Chatree gold mine is, in fact, liable for environmental damages and ordered roughly $12 million in compensation for nearly 400 villagers who have elevated levels of heavy metals in their blood. That’s going to be about a million baht each (~$30,000) after a quarter-century of living with contamination and a decade-long legal fight. Operator Akara Resources has already filed an appeal, further freezing any imminent payout. Parent company Kingsgate Consolidated said it didn't agree with the findings, and claimed the evidence was inconclusive. The court also ordered one tailings storage facility shut down and told the company to foot the full bill for environmental rehabilitation, an effort that could run to hundreds of millions of baht.

Four Eyes on Thailand: EssilorLuxottica Snaps Up Top Charoen

EssilorLuxottica picked up Top Charoen, gaining control of more than 2,000 points of sale in the Franco-Italian eyewear giant's newest retail territory. The 77-year-old Thai chain operates under multiple banners including Luxoptic, Eye Class, and Big C Optical, and will give the European group a direct line to consumers in a country where it already manufactures lenses. CEO Francesco Milleri and Deputy CEO Paul du Saillant say the deal will be a launchpad for smart glasses distribution throughout the region.

More Chinese, but Fewer Visitors Overall

Visitor arrivals were 8.54 million for the first quarter, down slightly from a year earlier, even though Chinese arrivals were up 82% in February and corporate travel has abandoned the Middle East in favor of Bangkok's amenities. The Ministry of Tourism thinks that another six months of conflict could evaporate another 3 million visitors and Bt150 billion in revenue. If that comes to pass, the government's 35 million annual target will undoubtedly be missed. Energy costs are hitting long-haul routes hardest, so marketing budgets are being redeployed from further afield toward Middle Eastern travelers.

Redmond Plants a Billion in Bangkok

Microsoft will drop $1 billion over the next two years on cloud and AI infrastructure, including workforce training. The investment is expected to build out data center capacity in the Eastern Economic Corridor. The commitment comes as part of an ongoing Southeast Asian play by Microsoft that includes $5.5 billion that’s already been committed to Singapore.

Thailand junked diesel and gasoline subsidies overnight Wednesday, sending pump prices up 6 baht a liter and pushing diesel to 38.94 baht Thursday morning, an 18% jump, after the Oil Fuel Fund's deficit rose to 35 billion baht. The price of global crude had risen from $198 to $242 per barrel in a week, shattering 2008 records, as the Iran conflict choked off the Strait of Hormuz. The cabinet scrambled to push out seven relief measures Thursday including 100-baht welfare card top-ups, possible excise tax cuts, and targeted help for fishermen and farmers, but the subsidy taps are closed now, seemingly for good. More than half the fishing fleet at Samut Sakhon, the country's largest port, has already docked, unable to break even. Officials admit 86 million liters, roughly a fifth above normal daily volume, vanished into suspected hoarding ahead of the announcement.

Empty Skies, Emptier Hotels

More than 1,000 inbound flights have been canceled since the Gulf crisis began, mostly to Bangkok and Phuket, and arrivals from Europe and the Middle East are running about a sixth below normal levels. First-quarter visitors through March 22 came in at 8.54 million, a 3% year-on-year drop; at that pace, full-year arrivals will get to only about 34 million, already below the government's 37-million target before the whole impact is fully felt. The Tourism Ministry says that if fighting drags on six months, the country could lose 3 million visitors and 150 billion baht ($4.6 billion) of revenue. Luxury hotels are slashing rates by as much as 70% to fill empty rooms, with properties like the Mandarin Oriental Bangkok dropping from $1,000 a night to $300 as European guests cancel en masse. The local hotel association expects the hit to last at least six months even if the situation calms, since traveler confidence never comes back immediately.

Credit Holds, Growth Doesn't

Eighteen months of ratings-agency hand-wringing may be over, but what comes next isn’t all sunshine and unicorns. The SCB Economic Intelligence Center has cut its 2026 GDP forecast to 1.4% from an already lackluster 1.8%, saying inflation could get to 3.2% after the fuel subsidy was yanked. Ending the Oil Fuel Fund's chronic deficits makes a credit downgrade less likely, but the price shock makes stagflation more likely. Kasikorn Research sees GDP growth of just 1.9%, with domestic consumption likely to miss even its modest 1.8% target. The fuel fund has followed the same playbook for two decades, always capping prices during global oil jumps, piling up debt, then waiting for prices to fall and clawing the money back. Thaksin's government spent 92 billion baht subsidizing fuel during the Iraq war, eventually floating prices in 2005 after the fund borrowed 71 billion baht. This time, EIC thinks diesel could hit 60 baht a liter as soon as next month if prices aren't managed, with worst-case scenarios pushing growth down to 1.1% and inflation to 4% or 5%.

Baht Keeps Finding New Floors

Down more than 5% this month (so far), the baht looks like it might be the worst-performing currency in Asia. Kasikornbank sees another 2% weakening from the current 32.8 per dollar by midyear. The currency traded hands at 30/ dollar as recently as late 2024, so the total slide is about 9%, turning the Hormuz blockade into a balance-of-payments problem as energy costs go up just as seasonal dividend repatriation typically brings capital from offshore. Businesses are now paying nearly 10% more for dollar-denominated imports, just as exporters are managing tighter margins on goods priced in weakening local currency.

One Tanker at a Time

A Bangchak Corporation oil tanker made its way through the Strait of Hormuz on Monday after Foreign Minister Sihasak Phuangketkeow negotiated passage with Iran's ambassador in Bangkok, the company said Wednesday. The vessel had been anchored in the Persian Gulf since March 11, waiting while the US-Israeli war on Iran choked off a fifth of global oil and gas flows through the waterway. Everyone made of point to mention that no payment changed hands. Iran told the UN Security Council and the International Maritime Organization that "non-hostile vessels" can transit if they coordinate first, but the arrangement hasn't yet allowed for the passage of an SCG Chemicals tanker still standing by. The deal came two weeks after the Thailand-flagged bulk carrier Mayuree Naree was hit by a projectile in the strait, forcing the crew to evacuate; three crew members remain missing. It seems that each tanker, in other words, now needs its own diplomatic negotiation, leaving the country's oil supply chain hostage to ad hoc arrangements with Tehran. But no payment changed hands for the first one.

Gunshots Test December's Fragile Truce

A Thai marine commander accused Cambodian forces of firing across the Trat frontier over the past week, saying that it’s a breach of the December 27 ceasefire and saying troops would respond to further incidents. Capt Thammanoon Wanna, who leads the Trat Marine Task Force, blamed the flare-up on a recent change of Cambodian unit commander and said Thai forces now control the Thmor Da casino building, in contested territory. In a separate claim, Thammanoon claims the wider Thmor Da area has become a scam hub run by financiers of “Chinese descent,” with new arrivals claiming Chinese embassy protection; no independent confirmation is available for this bold claim. Thammanoon said Cambodian troops are digging fresh fortified trenches along the line, while Thai forces have laid out positions and barbed wire near Ban Sam Lang, just under a kilometer from Cambodian positions.

Sixty Days? Make That Thirty

Foreign Minister Sihasak Phuangketkeow confirmed last week that the government will soon cut visa-free stays from 60 days back to 30 for citizens of 93 countries, reversing the tourism-friendly policy introduced in July 2024. The reason is that most tourists don’t stay more than 30 days anyway, and the longer window has brought foreigners setting up businesses, buying real estate through nominee schemes, and running scam operations. Visitors wanting more time will still be allowed to extend their stay another 30 days at an immigration office for 1,900 baht, but they'll need to show up in person. The change puts the country in step with Indonesia, Vietnam, Malaysia, and Kazakhstan, all of which have tightened visa rules recently on concerns that generous exemptions invite gray-area residency more than they drive legitimate tourism.

Srettha's Bigger Credit Card

Former Prime Minister Srettha Thavisin wants to raise the public debt ceiling from 70% to 80% of GDP, a change that he says would unlock roughly 2 trillion baht ($61 billion) of fiscal headroom. Speaking Wednesday, Srettha said his proposal would be both a cushion against the Iran war's spillovers and a long-term growth play, so long as the money goes toward infrastructure like airports, highways, and flood-mitigation works instead of populist handouts. He thinks that rating agencies and the public would be willing to accept the expanded borrowing if the spending was pointed toward productive assets.

Gold Mine's Toxic Bill Finally Lands

In a class action that’s been grinding through courts since 2016, a Bangkok court found Akara Resources liable for contamination from the Chatree Gold Mine, ordering the Australian subsidiary to pay 50,000 to 200,000 baht to each villager, plus separate costs for medical expenses and emotional distress. More than 300 residents in Phichit province said that toxic runoff poisoned their water and soil with arsenic, cyanide and manganese. The judge said the company couldn't prove the contamination came from elsewhere. The verdict is the first successful environmental class action since a 2015 legal reform allowed such suits. The mine itself has been shuttered since former PM Prayuth Chan-ocha pulled its license with post-coup powers, a move that triggered a separate investor lawsuit which Kingsgate settled last year.

Population Is Shrinking. Hospitals Aren't.

The population dropped to 65.8 million last year, a reduction of about 142,000 from 2024, with roughly a quarter of the population now over 60 years of age. Of those, more than a third are still working, often because they have no savings. The hospital sector is looking at the same census data and seeing dollar signs. Sector earnings are expected to grow 4.6% this year as Thailand slides further toward super-aged status, with more than a fifth of the population expected to be “elderly” by 2030. Private chains like Bumrungrad and Bangkok Dusit are growing, but the Hormuz blockade is cutting into Bumrungrad's Middle Eastern patient base, which accounts for more than a quarter of its revenue. The domestic tailwind from aging demographics is, for now, keeping analysts on the overweight side.

Two Big Bets on Staying Put

Central Pattana, the operator behind Central World, says it will put 110 billion baht into growing its shopping mall empire over the next five years as it plans to go from 27 mixed-use projects to 33 by 2030. The new plazas, office towers and integrated developments will be concentrated in Bangkok, Phuket and Chiang Mai in a bet that consumers and tourists will keep showing up. Seagate reminded investors this week that Thailand remains its global manufacturing anchor, with more than half its worldwide workforce and 100 billion baht worth of capital equipment already in place. The hard drive maker's reaffirmation comes as other manufacturers are side-eyeing Vietnam and India. the twin commitments an unusual vote of confidence in the kingdom's industrial and retail fundamentals.

The Board of Investment approved 36 data center projects worth $23 billion in 2025, then greenlit at least seven more valued at $3.1 billion in January this year. The problem is that maybe the nation’s power supply won’t be able to keep up. Malaysia just hit the brakes on new approvals after realizing server farms are going to eat up 39% to 60% of Peninsular Malaysia's peak power demand by 2030. Singapore already put a moratorium on a few years ago, in decision that pushed the expansion wave to Johor and Batam. Vietnam's grid already buckles during peak months. Coal capacity across Southeast Asia was at 121 GW in 2025, climate commitments be damned, the cloud needs juice.

Reserves stand at 5.06 billion liters of fuel, enough for 41 days of normal consumption, yet nearly three-quarters of surveyed service stations are reporting partial or complete depletion of fuel through Thursday. Panic buying pushed daily diesel demand to 84 million liters, well above the 77-million-liter production ceiling. In Kalasin province, restricted refueling forced two subdistrict ambulance units to stop operations and rely on neighbors for patient transport. Energy Minister Auttapol Rerkpiboon began raising the diesel price cap from 30 baht per liter in incremental steps toward 33 baht to lessen the subsidy strain; he’s also promising penalties for retailers who are caught selling above regulated prices. The government extended Bangkok tanker truck operations to round-the-clock and has now placed price controls on 59 goods. The PM insists crude imports are continuing normally despite the closed Strait of Hormuz, but admitted that prices will eventually have to follow the market.

Back in the Chair, First Time in Twenty Years

Anutin Charnvirakul won parliamentary re-election as prime minister on Thursday with 293 votes, one more than his coalition's 292 seats, becoming the first PM voted back to office in two decades. Bhumjaithai's coalition with Pheu Thai and a motley crew of smaller parties comfortably cleared the 251-vote threshold. The 59-year-old royalist has weathered two decades of upheaval by setting Bhumjaithai up between warring elites, most recently abandoning Pheu Thai's coalition government before angling to form his own after courts sacked the previous prime minister. Anutin is going to have to deal with the immediate headwinds of household debt, trade uncertainty, and fallout from the war in the Middle East, though Bhumjaithai has so far been spared the wrath of the military and judiciary that has seen the downfall of multiple governments.

Chaiwat Waewnin, a potato farmer working 12 kilometers from Herzliya (Tel Aviv), was killed by cluster warheads on Wednesday. The 36-year-old had been in Israel less than a year, having left through the Department of Employment last May. His family in Chaiyaphum province will receive 151,459 baht (roughly $4,200, about four months at the minimum wage) in combined benefits from social security and overseas worker funds, in addition to compensation from the Israel Insurance Institute. The Foreign Affairs Ministry is trying to get 1,173 Thais to relocate or get out as danger spreads. Four Thais remain in Iran under active rescue operations, while two who made it from Iran to Turkey have just arrived back in Bangkok.

Army Chief Chalermchai Sitthisad met Myanmar junta boss Min Aung Hlaing in Naypyidaw on Wednesday, a day after Washington announced new sanctions on scam compound operators along the border. Bangkok is keeping military-to-military ties with the pariah regime just as US pressure on transnational fraud networks is coming to a new pitch.

Follow the 500-Baht Notes

The Bank of Thailand detected more than 250 million baht in suspicious cash withdrawals, with some customers requesting only 500-baht notes, a preference that makes large sums easier to move discreetly. Starting April 1, banks are going to be required to treat any cash withdrawal of 5 million baht or more in a single day as high-risk, requiring customers to explain the source and purpose with documents to back up their claims. Banks will be allowed to refuse transactions if the paperwork falls short. The focus on high-denomination notes suggests the central bank is chasing a specific cross-border cash problem, not just routine money laundering.

BMW Group Thailand scrapped its optimistic 2026 sales forecast this week, and now expects the overall luxury car market to stay flat as US-Iran tensions push oil prices higher. The retreat follows a rough 2025, when the luxury segment was hammered down more than 10% to about 26,000 units. Fifty Years, 789 Projects Later

According to Vietnam's consul general, bilateral trade with Thailand now runs to $22.1 billion, with 789 Thai investment projects active on the ground. The two countries celebrated a half-century of diplomatic ties with a trade dialogue at Khon Kaen University. Hanoi is looking for 10% average annual growth through 2030 and a shift from what’s traditionally been a manufacturing based economy to one more tech focused. Let’s see if Thailand can keep up.

The cabinet put emergency energy measures in place on March 10, set a cap on the pump price of diesel fuel and ordered government agencies to move non-essential staff to work-from-home. Agencies and state enterprises are being told to take advantage of remote work for any roles that won't disrupt public services. Bangkok's government workforce runs with almost 178,000 employees; about 30% of them in non-essential roles that can be done remotely, though transport operators and outdoor advertisers are bracing for the hit. About 84% of crude oil and 83% of LNG passing through Hormuz in 2024 was bound for Asia. Vietnam and the Philippines are making similar moves, using emergency fuel funds and compressing government work weeks.

Grounded Flights, Empty Beaches

Middle East airspace closures have cut the transit routes that carry a third of Europe-Asia traffic, and the beaches are feeling it first. European arrivals dropped roughly 14% in the first nine days of March, with Nordic travelers hit hardest since Gulf carriers like Emirates, Qatar Airways, and Etihad are their primary gateway to Phuket. Tourism officials are modeling three scenarios: the best case means losses of 200,000 visitors and 13.6 billion baht, the worst case results in 600,000 fewer tourists and 40.9 billion baht that doesn’t get spent. The government activated a tourist assistance fund paying stranded visitors up to 2,000 baht daily and waived overstay fines for those whose flights vanished mid-holiday. Marketing budgets are now being redirected to Malaysia, India, and South Korea, as they are short-haul markets that remain unaffected by the flight suspensions. Malaysian arrivals are already up almost 26% week on week.

Washington Loads the Tariff Gun

On March 11, the Trump administration launched Section 301 trade investigations into 16 economies including Thailand, Vietnam, Cambodia, Malaysia, Singapore, and Indonesia, targeting what Washington calls “excess industrial capacity.” The probe could result in new tariffs by summer, using the same legal tool that kicked off the US-China trade war. Investigators will look for signs of structural oversupply like large trade surpluses or underused factories. A separate forced labor investigation into what’s happening in more than 60 countries was also kicked off on March 12.

Billion Baht a Day for Diesel

The state-managed Oil Fuel Fund is burning through more than a billion baht daily to keep the price of diesel at the pump to 29.94 baht per liter through March 17, hiding a subsidy of almost 17 baht per liter. Accumulated losses are expected to hit around 10 billion baht by March 18. Gross refining margins have tripled in 10 days, from 2 baht to 6 baht per litre, meaning taxpayers are covering windfall profits for refineries. The Democrats are pushing the government to divert excess refining profits into the fund - that would be an echo of what was done in a 2022 measure that pressured refineries to pay in to the fund from windfalls after the Russia-Ukraine war sent margins soaring.

Hormuz Fallout Heads for the Rice Paddies

While energy is the story that gets most of the headlines, Thailand also depends on fertilizer imports from the Gulf. Most urea and phosphates come shipped in from Qatar, Saudi Arabia, and Oman, and planting season starts in weeks. Higher input costs could reignite food inflation at an inopportune time. War-related fertilizer bottlenecks are expected to be more severe and arrive faster than farmers are likely able to adjust. If urea prices spike the way they did after Russia's invasion of Ukraine, rice farmers already carrying heavy debt loads are going to be facing another season of shrinking margins.

Anutin's Lucky Thirteen

A 13-party coalition commanding 291 seats in the 500-member House of Representatives is enough for Anutin Charnvirakul to (re-)claim the prime ministerial slot after last month’s general election. Bhumjaithai won 191 seats to lead the pack, the opposition People's Party picked up 120 and former coalition partner Pheu Thai nabbed 74. Parliament will convene March 14 for its opening ceremony, with the first working session on March 15 to select a house speaker before moving to the PM confirmation vote. Bhumjaithai and Pheu Thai will jointly nominate candidates for speaker and two deputy speakers.

Scam Purge Nets 150,000 Accounts

Thai police, the FBI, and Meta finished their second Joint Disruption Week in Bangkok, taking down more than 150,000 accounts tied to organized fraud networks and arresting 21 suspects. Investigators traced one network back to scam centers that had trafficked more than 300 Thai nationals into border compounds to work the phones. The December operation only resulted in 59,000 account shutdowns, so the jump in scale seems to be saying something about how fast these syndicates are industrializing. Police say they are now sharing intelligence with agencies from 10 countries.

SET Opens Doors After Scandals

The Stock Exchange of Thailand is pitching fast-track listings for tech firms, letting data centers and EV companies go public based on their potential rather than their profits. The exchange is also talking up AI-powered surveillance that they say will be able to catch insider trading and better detect market manipulation, a pitch that they are surely desperate to have land in the wake of the Stark Corp, More Return, and JKN Global scandals that have torched investor confidence. SET chairman Kitipong Urapeepatanapong suggested the possibility of freezing assets first and asking questions later if fraud gets detected. Many stocks on the SET continue to trade below book value, but whether that’s an opportunity or a trap remains to be seen.

Radiation Rationing

The Public Health Ministry is drafting the country's first Cancer Act after logging an annual tally of 140,000 new cases and 86,000 deaths. The National Cancer Policy Board's first job is figuring out how to more efficiently spread 138 radiotherapy machines between 77 provinces as Bangkok currently is home to more than 50 of them and 33 provinces have none. About 50 of those machines reportedly will need to be replaced within the next four years.

Battery-Swap Trucks Hit the Highway

U Power finished its testing of battery-swapping heavy trucks and has decided that it will put 1,000 units on the road with Whale Logistics starting May. This will be the country's first commercial rollout of the technology. The battery switch-outs take mere minutes, and allow electric semis match diesel rigs for uptime without the charging waits or a need for grid upgrades. Three months of road testing showed the path forward, but scaling up will depend on the build-out of a swap-station network that doesn't exist yet.

Half of Thailand's oil imports flow through the Strait of Hormuz, and now that Iran has closed the door on it, the country looks like it might be ASEAN's most exposed economy. Thailand’s net oil imports make up nearly 5% of GDP. Brent crude sat around $81 a barrel Thursday; prices could hit $100+ if the closure drags on. The government immediately stopped domestic oil exports except to Laos and Myanmar, ordered PTT to find alternative supplies from Malaysia, the US and Africa, and capped the pump price of diesel at 29.94 baht per liter for 15 days using the state managed Oil Fuel Fund. The 65-day oil reserves will stretch to 95 days once confirmed alternative deliveries arrive, and the energy regulator approved three spot LNG cargoes to offset disrupted Qatari shipments. Every 10% oil price rise worsens the current account by about half a percent of GDP.

Circuit Breakers Trip as SET Takes 8% Hit

The SET Index dropped 8% on Wednesday, triggering a circuit breaker that stopped trading for half an hour, the first such freeze in the Stock Exchange of Thailand in more than a year. The selloff wiped out more than half of the post-election rally. Traders pointed to oil prices tied to the Iran conflict, which hits particularly hard given the country's heavy energy imports.

Blue Wave Washes Out Reformists as Anutin Rides to Power

The patronage networks delivered where progressive appeals couldn't. Bhumjaithai clinched around 193 of 500 House seats in the February 8 snap election, handing party leader Anutin Charnvirakul the prime ministership and diminishing hopes for a reformist comeback. The People's Party collapsed from 151 seats in 2023 to just 118, and Pheu Thai slid from 141 to 78. Bhumjaithai controlled the Interior Ministry heading into the vote and secured defections from major provincial power brokers in the months before. Nationalism helped too, as the border flare-up with Cambodia took attention away from Anutin's vulnerabilities as his minority government was most exposed.

Airspace Closures Threaten to Strand a Quarter of Visitors

Thai tourism officials are modeling three outcomes if Middle East airspace stays shut. The worst case will reduce arrivals by a quarter. The base case, assuming fighting wraps in three months, still clips almost a fifth off the year to 30 or 31 million arrivals. Long-haul travelers, mostly Europeans who would normally connect through Gulf hubs, account for nearly a third of volume but almost half of revenue. Even if airspace re-opens, rising fuel costs are going to push fares higher. The tourism ministry is going to chase short-haul markets hard and has set meetings with hotel, airline, and tour operators Monday to figure out the best way to run damage control. Last year brought 32.9 million arrivals and 1.53 trillion baht; the 2026 target was a heady 2 trillion. Separately, the Tourism Authority used ITB Berlin to make the case that its value-over-volume pivot is paying off. Germany sent nearly a million tourists, and TAT wants to find more like them as it expands healing-led luxury and year-round distribution over beach-and-Sangsom-in-a-bucket crowds.

Bangkok Flips the Sign From Welcome Mat to Trapdoor

Customs is done playing nice with transhippers who have been slapping "Made in Thailand" stickers on Chinese goods bound for America. The department took 503 million baht worth of falsely labeled exports between October and February, a 160% increase from the year prior, and now wants authority to grab suspect cargo immediately instead of settling for paperwork fines. The crackdown points the finger at operators without factory licenses who mysteriously import and export identical products under the same tariff classification. Washington is watching, and Bangkok knows that letting tariff dodgers use local ports as a costume change puts everyone who actually makes things in Thailand at risk.

Prices Still Falling, Oil Be Damned

Eleven straight months of negative headline inflation, and the Commerce Ministry still won't label it deflation. The consumer price index fell almost 0.9% in February, even as core inflation remained positive at 0.56%. The ministry is hoping the nearly yearlong slide will provide a cushion against whatever oil shocks arrive next. Energy and food account for roughly 70% of the consumer basket, so soft oil prices have kept prices well below the central bank's 1% to 3% target range. Inflation is likely to pick up in March as crude climbs; yearly rates could rise to between 1% and 3% if oil settles between $80 and $120 per barrel. The central bank says that any price acceleration is "manageable," even though it recently cut rates by 25 basis points to 1.00%.

Business Lobby Holds the Line at 2%

Thailand's Joint Standing Committee on Commerce, Industry and Banking kept its 2026 growth forecast at 1.6 to 2.0% on Wednesday. The 0.4-point range splits the difference between cautious and slightly less cautious, a forecast that also serves as commentary on an economy that’s still running cool but not quite cold.

Douyin Did What COVID Couldn't

Flight capacity between China and Thailand is at 60% of 2019 levels, but this time the problem isn't lockdowns or health scares. It's kidnapping videos on Douyin, Weibo, and Xiaohongshu. The abduction of Chinese actor Wang Xing near the Myanmar border in January 2025 went viral, and suddenly every scam-related incident, stripped of context and repackaged under alarmist captions, has become proof that Southeast Asia isn't safe anymore. Tour coaches in Phuket and Pattaya that once carried 42 passengers now reportedly average 28. Duty-free spending per Chinese visitor has dropped 18% in RMB terms. Safety is now the top concern in traveler surveys, more important than cost or proximity. Thai authorities have issued reassurances, but perception has moved faster than facts.

Chiang Mai: Fifth Worst Air on Earth

PM2.5 readings hit 69.4 micrograms/ cubic meter on Thursday, almost double the national safe limit of 37.5, as forest fires across the upper North turned Chiang Mai into the fifth most polluted city on the planet. Satellites identified 235 hotspots in 17 provinces. The Air Quality Index swung between 137 and 185, well into “unhealthy” territory, and the numbers could worsen further as there’s no rain in sight.
