Heritage, Security Agreements with Thailand
Cambodia and Thailand are commemorating three quarters of a century of diplomatic relations with high-level visits and a series of agreements. Both countries have promised that neither territory will be used to harm the other or to enable cross-border crime. Recent discussions were on border security, trade links, infrastructure, consular expansion, and the return of looted Cambodian artifacts from Thailand.

New Deals with China After Visit
Xi Jinping’s second visit to Cambodia has resulted in dozens of bilateral agreements covering everything from the Sihanoukville Special Economic Zone to the $4 billion high-speed rail plan. China remains Cambodia's primary investor and trade partner. Their new Development Cooperation Plan is expected to support the development of rural roads, social services, and environmental projects like the Low-Carbon Demonstration Zone. Recent agreements are also opening Chinese markets to Cambodian swiftlet nests, durian, and crocodiles.

Climate Action Steps Up
The pace of climate action and urban resilience is rising with work for closer regional partnerships at forums like the ASEAN Climate Outlook and ESCAP session. The Nationally Determined Contribution 3.0 is intended to support nearly 45% in emissions cuts. Projects like eco-stoves and rice-fish farming are reducing emissions while increasing rural sustainability while more urban targets include 70% clean energy by 2030 and carbon neutrality by 2050.

Trade Shifts After US Tariff Slap
Facing US tariffs of up to 49%, Cambodia is scrambling to diversify its trade base and ink compliance rules to keep its foothold in the American market. The government is, at the same time, trying to shore up trade with Japan, Thailand, and ASEAN while cracking down on the local enforcement of rules of origin. Plans are to try and raise investment money at the upcoming ASEAN Summit; they are also preparing producers for regulatory changes and building regional supply chains to buffer any impacts that sustained tariffs would cause.

Banking Goes Digital, Gets Green
ABA Bank has posted healthy asset growth, has seen a healthy capital boost, and currently leads in digital transaction volumes. Wing Bank has launched the country's first ESG-linked banking service with FootprintLab, tracking carbon footprints to support climate goals and EU export compliance. Cross-border credit sharing is now working between Cambodia and Korea, making life easier primarily for migrant workers. ABA and SUSE say they are rolling out secure digital banking, and government claims that they want to see four fifths of services delivered electronically by 2028.

Transport Network Expansion
Sihanoukville port upgrades, Cambodia's tallest bridge nearing completion, and a possible $4 billion high-speed rail system are all topics of the week in the country's logistics and connectivity story. Domestic helicopter operators are growing operations in both business and tourism, though they are still reliant on foreign expertise. EV collaborations are beginning with new fleet deals and plans to build out new charging stations.

Human Trafficking Fight Shifting Gears
Border authorities are getting better at identifying trafficking attempts, and nearly 100 Cambodian victims have already been repatriated from China in 2025. Filipino workers are being lured to Cambodia and forced into online scams, but it seems that local immigration efforts are more focused on prevention than punitive action, which may not work (longer term) to stem the tide. Cross-border data sharing and security agreements between Cambodia and its neighbors, and a new Cambodia-Indonesia-China crime pact, both indicate an appetite for joint action on trafficking and cybercrime.

UK, Vietnam Want To Invest More
Investment cooperation is growing, with the UK signing an agreement covering infrastructure and a Green Special Economic Zone, in addition to better security and business relationships. Vietnamese firms in Kampong Thom are keeping a large agricultural presence and have been supportive of local development. Cambodian mangoes and processed goods are now able to find new Asian markets thanks to upgraded standards. Digital economic ties with China are expanding into e-commerce, digital payments, and B2B services.

Manufacturing Gets Reality Check
The garment and agri-processing sectors are facing wage disparities, compliance doubts, and value-added (value-adding?) challenges. Nike factory workers, for the most part, earn close to minimum wage, not the “double” that the company claims. Only about 10% of Cambodian farm goods are currently processed locally, and light manufacturing is still vulnerable to quickly changing global markets. Proposed interventions include tax incentives, skills training, and campaigns to support more domestic consumption.

Factories Face Water Pollution Crackdown
Two factory inspections have triggered action on industrial water pollution, with authorities ordering an immediate stop to illegal sewage dumping. Both factories are lacking environmental permits and waste treatment systems and must now install monitoring equipment, clean up pollution, and submit to ongoing assessments. It’s good to see that efforts are being made to modernize environmental controls and standardize industry compliance.

Insurance Has 25% CAGR
The insurance industry is booming, with gross premiums increasing more than ninefold since 2012 to top $357 million in 2024. The sector's 25% annual growth comes mainly from life and property insurance, though health and motor coverage are also rising and microinsurance is building a small base. Growing public trust and product diversity are driving the expansion.

UN Resolution 1540 Action Plan Finalized
Cambodia has become the first ASEAN country to finalize a National Action Plan under UN Resolution 1540, targeting weapons of mass destruction non-proliferation. With EU and UN support, the plan covers legal controls, export regulation, and best practices in chemical, biological, and nuclear security.

ASEAN Relations Roundup
In a final, scattered, summary roundup this week, Cambodia recently hosted ASEAN-US talks on digital cooperation, security, and growth, alongside dialogues with Japan and South Korea on port investment and financial services. ASEAN's Myanmar peacemaking dilemma has resurfaced with calls to learn from Cambodia's 1990s settlement. The Funan Techo Canal is reportedly still moving ahead with Chinese investment.
